Europe is falling behind the U.S. and Asia in locking in supplies of gas and oil, which will make the region vulnerable as global energy demand rises in coming decades, Royal Dutch Shell PLC's chief executive said.

"Europe needs to shape its energy future now, as fast as possible," said Shell CEO Peter Voser. "Europe needs to act faster and more decisively."
